State Police on Catskill arrest man for Criminal Possession of a Controlled Substance

PRESS RELEASE

On January 28, 2016, The New York State Police at Catskill arrested RICHARD L. WINCHESTER, age 39, of Athens N.Y. for 3 counts of Criminal Possession of a Controlled Substance in the Third Degree, a class B Felony. one count of Criminal Possession of a Controlled Substance in the Seventh Degree, a class A Misdemeanor, Tampering with Physical Evidence, a class E Felony, Driving While Ability Impaired by Drugs with a prior offense, a class E Felony, Aggravated Unlicenced Operation, a class E Felony, as well as other Vehicle and Traffic violations.

Winchester was arrested for the above charges after being observed operating a motor vehicle southbound on State Route 9W in the Town of Athens.  Winchester was found to be impaired by drugs while operating the vehicle and to have a revoked license.  Additionally, Winchester possessed a large quantity of crack cocaine and 91 packets of heroin on his person.  During the arrest, Winchester had attempted to destroy some of the drug evidence.

Winchester was processed at SP Catskill and arraigned before the Town of Athens court Town Justice James Robinson and was remanded to the Greene County Jail without bail, to return at a later date.

The State Police was assisted in this investigation by the Greene County District Attorney’s office.
