Halloween Crackdown Period Nets 24 arrests in Dutchess County
During the Halloween Crackdown period of October 30, 2014 thru November 1, 2014 members of the Dutchess County Sheriff’s Office, New York State Police, Town of Poughkeepsie Police Department, Town of Hyde Park Police Department, Town of East Fishkill Police Department, City of Poughkeepsie Police Department, Village of Millerton Police Department, Village of Wappinger’s Falls Police Department, & Village of Red Hook Police Department conducted Impaired Driving details consisting of Saturation Patrols as well as a Sobriety Checkpoint. The arrests included 15 impaired driving arrests as well as 9 other arrests.
Saturation Patrols were deployed by all participating agencies during this three day period and on Saturday October 31, 2015 members of the Dutchess County Sheriff’s Office and the City of Poughkeepsie Police Department conducted a Sobriety Checkpoint on Washington St.
These details were funded by the Governors Traffic Safety Committee and the NYS STOP-DWI Foundation which for the 3rd year in a row once again awarded the Dutchess County STOP-DWI Program a “Crackdown Enforcement Grant” for the 2015-2016 Crackdown periods. The objective of this continued enforcement grant is to revitalize and enhance the visibility of the STOP-DWI Program through coordinated multi-agency impaired driving enforcement details targeting identified statewide crackdown periods. They also include the assignment of certified Drug Recognition Experts (DRE) to aid in the identification and apprehension of drivers impaired by drugs other than alcohol.
According to Dutchess County STOP-DWI Coordinator “The Halloween Crackdown period kicks off the 2015 -2016 Statewide Crackdown Enforcement grant project. Funding from the NYS STOP-DWI Foundation to participate, enables Law Enforcement from throughout Dutchess County to step up their activities to identify and apprehend impaired drivers during holiday periods indentified by NHTSA as being the deadliest on our roadways due to impaired driving crashes.”
A combined total of 571 vehicles passed thru the checkpoint with 6 persons arrested which included 4 impaired driving arrests, averaging 1 impaired driving arrest for every 142 vehicles that came thru the checkpoints. Additionally at least 45 other vehicles had designated drivers.

Lawrence Reina (57 yoa) of Hopewell Jct, NY was charged with Operating a Motor Vehicle without an Ignition Interlock Device & Aggravated Unlicensed Operation of a Motor Vehicle 2nd both misdemeanors in the Town of East Fishkill.
Scott Lasher (28 yoa) of Hyde Park, NY was charged with DWAI Drugs & Alcohol Combined a felony & Unlawful Possession of Marihuana a violation in the City of Poughkeepsie. The DWAI combined charge was a felony since Lasher had a prior conviction for DWI within the prior ten years, which was on December 17, 2009 in the City of Poughkeepsie.
Tapre Thomas (31 yoa) of Poughkeepsie, NY was charged with DWI & BAC .08% or more both misdemeanors in the City of Poughkeepsie.
Kimberly Sanders (45 yoa) of Poughkeepsie, NY was charged with DWI & BAC .08% or more both misdemeanors in the City of Poughkeepsie.
Gabriel McPhee (21 yoa) of Hyde Park, NY was charged with DWI a misdemeanor in the City of Poughkeepsie.
Tamara Hook (56 yoa) of Poughkeepsie, NY was charged with DWI & BAC .08% or more both misdemeanors in the Town of Hyde Park.
Michele Ruiz-Rodriguez (42 yoa) of Hyde Park, NY was charged with DWAI Drugs a misdemeanor & Aggravated DWI (Leandra’s Law-Child in Car) a felony in the Town of Hyde Park. Ruiz-Rodriguez had a 7 year old child in the car with her while she was impaired by drugs.
Amanda McArthur (26 yoa) of Hyde Park, NY was charged with Aggravated Unlicensed Operation of a Motor Vehicle 3rd a misdemeanor in the Town of Hyde Park.
Carlon Vandyke (37 yoa) of Poughkeepsie, NY was charged with Aggravated Unlicensed Operation of a Motor Vehicle 2nd a misdemeanor in the Town of Hyde Park.
Bradford Haiko (27 yoa) of Sharon, CT was charged with DWI & BAC .08% or more both felonies in the Village of Millerton. The charges were felonies since Bradford had a prior DWI related conviction within the prior ten years.
A 17 yoa male from Amenia, NY was charged with DWAI a violation & Assault 2nd a felony in the Village of Millerton. The assault charge stemmed from him fighting with and injuring a police officer while he was being processed.
Michael Salcedo (26 yoa) of Cold Spring, NY was charged with DWI, BAC .08% or more & Aggravated Unlicensed Operation of a Motor Vehicle 3rd all misdemeanors in the Town of East Fishkill.
Hannah Taylor (21 yoa) of Malibu, CA was charged with DWI & BAC .08% or more both misdemeanors in the Village of Red Hook.
Lindsy Bystroff (21 yoa) of Troy, NY was charged with DWI & BAC .08% or more both misdemeanors in the Town of Red Hook.
Siddharth Seghal (40 yoa) of Dover Plains, NY was charged with DWI a misdemeanor.
Thomas Hannon (57 yoa) of Wappinger’s Falls, NY was charged with DWI & Aggravated DWI (BAC .18% or more) both misdemeanors.
Douglas Trawick (22 yoa) of Mohegan Lake, NY was charged with DWI & Aggravated DWI (BAC .18% or more) both misdemeanors.
Andrew Hornick (22 yoa) of Norwalk, CT was charged with DWI & BAC .08% or more both misdemeanors.
Additionally 6 other subjects ranging from 18 – 26 years old were all charged with Unlawful Possession of Marihuana a violation.
