North Salem man arrested for driving while ability impaired by drugs

East Fishkill, New York – On September 21, 2015, New York State Police from the Stormville barracks arrested 36-year-old James E. Penny, of North Salem, New York, for Driving While Ability Impaired by Drugs, an unclassified Misdemeanor.

Troopers stopped Penny on Beekman Road for speeding and failure to maintain his lane of travel. Troopers interviewed Penny and observed clues that indicated he was impaired at the time of the stop.

A Drug Recognition Expert was utilized to confirm that Penny was impaired.

Penny was issued traffic tickets directing him to appear before the Town of East Fishkill Court on September 30, 2015 at 4:00 p.m.
