Two Arrested After Crash of Stolen Car

On December 30, 2023, the New York State Police arrested Justin T. Bumpers, age 28, of Brooklyn, NY, for Possession of a Forged Instrument in the 1st degree, a class C felony, Criminal Possession of a Controlled Substance in the 5th degree, a class D felony, Criminal Possession of Stolen Property in the 4th degree, a class E felony, Criminal Possession of Controlled Substance in the 7th degree, Feeling an Officer in a Motor Vehicle in the 3rd degree, both class A misdemeanors, and Reckless Endangerment, a class B misdemeanor, and Jada A. Joseph, age 23, of Poughkeepsie, NY, for Criminal Possession of a Controlled Substance in the 5th degree, a class D felony, and Criminal Possession of Controlled Substance in the 7th degree, a class A misdemeanor.

At approximately 12:15 a.m. Troopers patrolling the Taconic State Parkway in the town of Putnam Valley were advised of a possible stolen vehicle headed northbound.  The stolen vehicle, a 2010 Toyota Rav4 was located and a vehicle and traffic stop was initiated.  The operator, later identified as Justin T. Bumpers, failed to comply and attempted to flee.  Bumpers, while passing uninvolved vehicles on the east shoulder of the parkway, severely damaged the front right wheel after striking a rock embankment.  He lost control of the vehicle and struck the pursuing state police vehicle.  Bumpers then fled on foot, but was soon taken into custody.  The passenger, Jada A. Joseph, stayed with the vehicle and was taken into custody without further incident.  No persons were injured.

Investigation determined Bumpers and Joseph were in possession of 0.7 grams of crack-cocaine and 0.8 grams of cocaine.  With the assistance of Dutchess County Corrections it was also determined that Bumpers was in possession of counterfeit U.S. Currency.

Both subjects were arraigned before the town of East Fishkill Court before the Honorable Judge Rudner.  Bumpers was remanded to the Dutchess County Jail in lieu of $100,000 cash bail or $200,000 bond.  Joseph was released on her own recognizance to return before the court on January 3, 2024, at 6:00 p.m.
