Three arrested after a drug deal gone bad

East Fishkill, New York – On March 9, 2019, the New York State Police from the Wappinger barracks arrested three subjects involved in an illegal drug transaction.

John Paul J. Weber, age 28, of Poughkeepsie, NY, was arrested for Robbery in the 3rddegree, Criminal Sale of a Controlled Substance in the 5th degree, both class D felonies, Leaving the Scene of an Injury Auto Accident, a class E felony, two counts of Endangering the Welfare of a Child, Criminal Possession of Marihuana in the 4th degree, both class A misdemeanors, and Reckless Driving, an unclassified misdemeanor.

Tammy M. Ferris, age 34, of Poughkeepsie, NY, was arrested for Tampering with Physical Evidence, a class E felony, two counts of Endangering the Welfare of a Child, and Criminal Possession of Marihuana in the 4th degree, both class A misdemeanors.

Mario A. Samayoa, age 27, of East Fishkill, was arrested for Criminal Sale of Marihuana in the 3rd degree, a class E felony, and two counts of Criminal Possession of a Controlled Substance in the 7th degree, a class misdemeanor.

At approximately 2:05 p.m., Village of Fishkill Police Officers and Troopers responded to Route 9 for a report of a hit and run collision involving a pedestrian with two vehicles chasing one another.  The parties involved were then located on Carol Lane in the town of Fishkill by Fishkill Police Officers.

An investigation revealed Weber, with Tammy Ferris and two children passengers, met Mario Samayoa to purchase marijuana and sell Suboxone.  Before completing the exchange, Weber sped off in his car with Samayoa hanging onto the vehicle in order to steal the drugs.  Samayoa returned to his vehicle, operated by Sheriann R. Glantz, age 24, of Pleasant Valley, NY, and began to chase Weber’s vehicle.

Further investigation determined Samayoa possessed approximately 3.5 grams of Suboxone sublingual films and 1.5 grams of heroin.  Weber possessed 2 boxes Suboxone.  Ferris it was found attempted to conceal the stolen marijuana upon police arrival in an attempt to hinder the investigation.  Approximately 100 grams of marijuana was recovered from the scene.

All subjects were subsequently arrested.  Glantz was issued a Uniform Traffic Ticket for Reckless Driving.

Weber, Ferris, and Samayoa were arraigned before the town of East Fishkill Court.  Weber was remanded by the Honorable Judge Romig to the Dutchess County Jail in lieu of $7,500 cash bail or $15,000 secure bond.  Samayoa was remanded by the Honorable Judge Romig in lieu of $2,500 cash bail or $5,000 secure bond.  Ferris was released under the supervision of the Dutchess County Probation Department.

Both Weber and Samayoa were next scheduled to appear before the Court on March 13, 2019, at 5:00 p.m.  Ferris is next scheduled to appear on March 28, 2019, at 11:00 a.m., and was also issued an appearance ticket for Tampering with Physical Evidence returnable to the town of Fishkill Court on March 20, 2019, at 9:00 a.m.
