Dutchess Man Faces Felony Drug Charges

Putnam County Sheriff Donald B. Smith reports the arrest of a Dutchess County man on multiple felony drug charges .

On March 12, 2015 at approximately 7:00 p.m., deputy sheriffs assigned to the Narcotics Enforcement Unit (NEU) were on patrol in the Town of Kent when they observed an occupied vehicle in a remote area of a convenience store parking lot. Moments later, the deputies observed a second vehicle arrive at that location, and observed the driver of that vehicle get into the back seat of the first vehicle. The deputies approached the scene and observed the subjects engaging in a transaction. After an investigation at the scene, the driver of the first vehicle was taken into custody. Franklin Evans III, 47, of West Main Street, Wappingers Falls, New York was arrested and charged with 3 counts of Criminal Possession of a Controlled Substance in the Third Degree, a felony; and with 2 counts of Criminal Possession of a Controlled Substance in the Seventh Degree, a misdemeanor. At the time of the arrest, the defendant was in possession of a quantity of Roxicodone, Oxycodone, Xanax and heroin.The defendant was arraigned before Town of Kent Justice Kevin Douchkoff and committed to the Putnam County Correctional Facility in lieu of $5,000.00 bail. Evans has 17 prior arrests dating back to 1988.

If found guilty of the felony charge, the defendant could face up to 25 years in a New York State Correctional Facility and a fine of up to $30,000.00.
