Traffic stop of speeding vehicle nets the arrest of two Westchester County residents

Cortlandt, New York – On April 5, 2017, New York State Police from the Cortlandt barracks arrested Christopher J. O’Connor, 20 years old, of Buchanan, New York, for Operating a Motor Vehicle Impaired by Drugs, a Misdemeanor, and Possession of a Hypodermic Instrument, a Class A Misdemeanor.
Troopers stopped the Jeep O’Connor was operating on State Route 9 for speeding. O’Connor was found to be impaired by drugs at the time of the stop and in possession of a hypodermic needle. Pursuant to an investigation conducted by the arresting officer and a State Police Drug Recognition Expert, O’Connor was found to be impaired by drugs.
A passenger in the vehicle, Sarah M. Pisanelli, 19 years old, of Verplanck, NY, was also found to be in possession of hypodermic needles and a pipe containing burnt cocaine residue. Pisanelli was charged with Possession of a Hypodermic Instrument and Criminal Possession of a Controlled Substance 7th Degree, both Class A Misdemeanors.
Both of the defendants were issued appearance Tickets directing them to appear in the Town of Cortlandt Court on April 20, 2017.
