ANOTHER WEEK, ANOTHER CONVICTED SEX OFFENDER BUSTED ON THE INTERNET : Senator Terrence Murphy – More proof we need to update Megan’s Law

ALBANY, NY – This week its Issac Eseau Jara, a 29 year old level 2 sex offender in Ossining who, according to the Journal News and the Westchester County District Attorney’s Office, has been arrested on a federal charge of possession of child pornography.  This marks the second week in a row that a dangerous sex offender has been busted for using the internet to prey on new victims.

Last week, David Ohnmacht, a level 3 offender living in Katonah, was arrested for allegedly convincing a 14-year-old North Carolina girl to send him sexually explicit videos and photos.  Ohnmacht’s disgusting acts came in the same month parole supervision ended which included a prohibition on internet use.

“Our children are being victimized by convicted sex offenders and we must do something about it,” State Senator Terrence Murphy said.  “Megan’s Law was created 20 years ago but there are many aspects of our society that has changed.  Everyday we wait to update Megan’s Law we are putting another child at risk.  As a father, that is simply unacceptable.”

In response to the Ohnmacht arrest, the Hudson Valley lawmaker proposed legislation (S.5321) that would prohibit convicted level 2 and 3 sex offenders from using the internet for life rather than as a condition of parole.  FBI officials have already acknowledged that predators have more access in the digital age than ever before.

Dutchess County Sheriff Adrian “Butch”Anderson said, “We have zero tolerance for sex offenders in Dutchess County.  We will not stand for any predators threatening the lives of our children and families.  We have a special sex offender squad to deal with this issue.  I stand with Senator Murphy on this subject – we need to keep registered sex offenders in check.”

Putnam County Sheriff Don Smith said, “Law enforcement needs the legal tools to help protect the most vulnerable people in our community.  For that reason I applaud Senator Murphy’s initiative to pass legislation to strengthen the Sex Offender Registration Act, which will better enable law enforcement to protect families.”

Yorktown Police Chief Bob Noble said, “Senator Murphy is being a champion for hard working and decent families to tighten the measures of social media use by registered sex offenders.  What parents need to understand is our children, sometimes as young as 9, have smart phones that allow them to be active on social media.  This makes them a target market for these predators who can manipulate our children very easily.  Law enforcement is behind Senator Murphy and his efforts to fight for the families in our community and protect our children against being manipulated by these offenders.”
