Wilbraham Massachusetts– On Feb. 23 at 1:17 p.m., Officer Daniel Ryan observed a man walking down Old Boston Road carrying a police K-9 sign that belongs to the Wilbraham Massachusetts Police Department. Ronald Chapman, 40, of Amenia, New York, was charged with larceny under $250.
