State Police arrest two men for drug charges

On 12/11/2016 The New York State Police at Catskill arrested THOMAS J. DOWD, age 61, of Somers, NY on charges of Criminal Possession of a Controlled Substance 5th degree (a class D felony), DWAI Drugs (a Vehicle and Traffic misdemeanor), and JOHN J. CARECCIA, age 49, of East Chester, NY on the charge of Criminal Possession of a Controlled Substance 7th degree (a class A misdemeanor). DOWD was operating a vehicle that was parked along ST. 23 in the Town of Catskill and was found to be in possession of a quantity of Cocaine. CARECCIA was a passenger in the vehicle and was found to be in possession of Alprazolam pills without a legal prescription. Both subjects were arraigned before Town of Catskill Justice Wooten.? DOWD was remanded to the Greene County Jail in lieu of $2,500 cash bail or $5,000 bond. CARECCIA was released on his own recognizance.
