State Police Monroe arrest Garrison man for Making a Terroristic Threat.

On September 23, 2016, State Police in Monroe arrested Francis Zebzda, age 30, from Garrison, N.Y. for Making a Terroristic Threat (felony), Unlawful Wearing of Body Vest (felony), Resisting Arrest (misdemeanor), Unlawful Possession of Marihuana (violation), Disorderly Conduct (violation), and Obstruction of Governmental Administration in the Second Degree (misdemeanor). Troopers received a phone call from the Village of Kiryas Joel Public Safety Office that there was an individual in the Village wearing a black tactical vest and taking photos of the schools, the Public Safety Building amd the shopping mall.

Troopers located and arrested Zebzda who was wearing a black tactical vest containg body armor. Zebzda was also in possession of a folding pocket knife and a small of amount of Marihuana. While being interviewed by Troopers, Zenzda became belligerent and agitated and refused to identify himself.  As the Troopers were placing Zebzda under arrest, he began to scream racial and ethnic obscenities.

He was arraigned in the Town of Monroe Court and remanded to Orange County Jail in lieu of $150,000cash/$350,000 bond.
