Poughkeepsie woman charged with endangering the welfare of a disabled person in Millbrook

Millbrook, New York – On January 23, 2016, The New York State Police in Poughkeepsie arrested Victoria M. Garrand, 34 years old, of Poughkeepsie, New York, for Endangering the Welfare of an Incompetent or Physically Disabled Person in the 1st Degree, a Class E Felony.

On January 1, 2016, Garrand was caring for a 12-year-old mentally handicapped child when she reportedly placed her hand around the throat of the victim, endangering her well-being.

The State Police were assisted by the Village of Millbrook Police Department.

Garrand was arraigned before the Town of Washington Court and released on her own recognizance.  Garrand is scheduled to return to the Town of Washington Court on January 26, 2016 at 5:00 p.m.
