DUTCHESS COUNTY COMPTROLLER RELEASES AUDIT OF MENTAL HEALTH AMERICA OF DUTCHESS COUNTY FOR 2020-2022 

Poughkeepsie, N.Y. – The Office of the Dutchess County Comptroller has completed an audit of Mental Health America, Inc. (MHA) for the calendar years ended 2020-2022. MHA is a non-profit organization hired by Dutchess County to provide contracted services on behalf of the government. MHA specializes in much-needed prevention and treatment services by providing rehabilitation, supportive case management, education, and advocacy services.

MHA reported total revenue of $20,501,195, of which $5,282,136 or 26% was funded by Dutchess County. The agency provided services among multiple departments including the Department of Behavioral and Community Health, the Department of Community and Family Services, Veterans Services, and the Department of Planning and Community Development.

The objective of the Comptroller’s Office was to validate claims and payments to MHA from Dutchess County for adherence to contracts and their respective payment provisions. Contracts and contract amendments for 29 of the 33 contracts reviewed were executed after the contract term began. Our Office continues to recommend that the agency and the respective departments collaborate to ensure timely execution of contracts and contract amendments.

The audit includes other detailed findings and recommendations for MHA, DBCH, DCFS, and the County Attorney.
