High Impact Leader Award
Poughkeepsie… Dutchess County Office of Central and Information Services (OCIS) Project Leader Manpreet Kaur Dhaliwal was honored with the 2023 High Impact Leader Award at Government Technology’s New York Information Technology (IT) Leadership Forum held this spring. The awards recognize state and local government organizations for their IT contributions, best practices and innovations that improve citizen services and internal operations.
County Executive William F.X. O’Neil said, “Our OCIS team and Dutchess County Government work tirelessly to develop and implement new and more efficient technology resources. As the modern digital world continues to expand, ensuring data is secure and information is easily accessible becomes a critical component of how county government provides its vital services. Congratulations to Manpreet on this well-deserved recognition; we are grateful to her and the team at OCIS for their commitment to their fellow employees and the residents we serve.”
The High Impact Leader Award is given to a “difference maker” who has brought significant breakthroughs, benefits, and lasting change to their organization and those it serves. Ms. Dhaliwal’s leadership on projects have led to cost savings, service improvements, and increased efficiency and organization for Dutchess County, including:
- The successful rollout of a new payroll system that involved incorporating numerous and varied details required by bargaining unit agreements; and
- The implementation and upgrades to the County’s shared service platforms, Tyler Technologies New World Enterprise Resource Planning and OnBase Enterprise Content Management.
OCIS Commissioner Glenn Marchi, PhD., said, “This award is a credit to Manpreet’s visionary creativity and leadership in the use of information technology to simplify and streamline operations. We are proud to have a dynamic team of leaders help us in our mission to ensure efficient, effective, and secure access to technology resources countywide.”

Dutchess County has been continuously recognized on the national level for its technological innovation. In 2022, Dutchess County was ranked 5th in the nation among mid-size county governments for its use of technology in the Digital Counties Survey, conducted by the Center for Digital Government (CDG) and the National Association of Counties. That marked the 20th year Dutchess County has been ranked among the top 10. The OCIS also ranked third nationwide in CDG’s Government Experience Awards.
