Good Samaritans help State Police protect special needs man

Cortlandt, New York – On May 8, 2021, the New York State Police from the Cortlandt barracks arrested Jean T. Donatien, age 64, of Peekskill, NY, for Endangering the Welfare of an Incompetent or Physically Disabled Person in the 1st degree, a class E felony.

At approximately 2:50 p.m., Troopers were dispatched to the Cortlandt Town Center, where callers were reporting a male striking another man with special needs in a van.  The investigation, with the help of good Samaritans, found Jean Donatien, an employee of Opengate, slapped and knocked the victim’s head against the van window.  The victim was not injured.

Jean Donatien was arraigned before the Honorable Judge Fugaro-Norton of the town of Cortlandt Court and released on his own recognizance to reappear before the court on May 13, 2021, at 9:15 a.m.
