On May 15, 2018, at approximately 6:15 p.m. Putnam County Sheriff Robert L. Langley, Jr. was at his home in the Town of Philipstown, NY, when he observed an unknown vehicle trespassing on his property. When the Sheriff went to investigate and engage the driver, who was later identified as 33-year-old Brant D. Carter, he appeared to be under the influence of drugs and/or alcohol, and pulled away in a reckless manner at a high rate of speed.

Sheriff Langley jumped into his police vehicle and was able to follow Carter to Route 9 at Cross Road where Carter pulled over in compliance. Sheriff Langley approached the vehicle and identified himself to Carter at which time Langley detected the odor of alcohol on the suspect’s breath as well as marihuana emanating from the vehicle. Langley ordered the suspect to shut off his vehicle multiple times. Carter ignored the request, reached for the gear shift and sped off almost striking the Sheriff who had to jump out of the way.

After a brief attempt by Carter to evade, Langley, following close behind and aided by the stopped traffic at the intersection of 403 and Route 9 due to the weather-related storms occurring that afternoon, Carter was boxed in at the Appalachian Market. Carter exited his vehicle and was ordered to get on the ground by the Sheriff at which time Carter then tried to flee on foot. Sheriff Langley was able to neutralize subject’s efforts after a brief struggle in which Langley sustained physical injuries.

The Sheriff thanks the Garrison Volunteer Fire Company and the help of a few good Samaritans including Charlie Polhemus of Garrison, NY for their assistance. Subsequently, Sheriff’s Deputies arrived on the scene to assist the Sheriff. Carter failed sobriety tests and several open containers of alcohol, marihuana and drug paraphernalia were recovered from inside his vehicle. He also did not have identification on him and had to be identified through fingerprints at the Sheriff’s Substation in the village of Nelsonville, NY.

Carter was charged with Assault in the Second Degree, a “D” felony offense, Reckless Endangerment in the Second Degree, Resisting Arrest, DWI, and other related charges.
