State Police in Wappinger make four arrests during underage drinking initiative

Wappinger, New York – The New York State Police performed checks on numerous retail locations that sell alcohol to ensure their compliance with New York State’s (NYS) Alcoholic Beverage Control (ABC) Law and crackdown on underage drinking.  During the operation, State Police conducted plain-clothes checks of 22 retail locations in Dutchess County. The enforcement initiative resulted in four arrests for violations of the ABC Law.

According to the New York State Office of Alcoholism and Substance Abuse Services, underage drinking is associated with the three most common causes of death among youth who consume alcohol, including accidental deaths (e.g., car crashes), homicides, and suicides. The State Police will continue to conduct underage drinker enforcement details statewide in order to protect the citizens of NYS and its youth.

On Saturday, February 3, 2018, the New York State Police in Wappinger conducted an Underage Drinking Initiative (UDI) at several locations in Dutchess County. During the operation, four employees of retail establishments were arrested for selling alcoholic beverages to undercover State Police operatives.

The following subjects were charged with Prohibited Sales of an Alcoholic Beverage, and Unlawfully Dealing with a Child in the First Degree, both Class A Misdemeanors.


Antonio E. Guarino, age 18, of Hopewell Junction, New York, an employee of “Sunoco” at 893 Route 376, Wappingers Falls, NY. Guarino was issued an Appearance Ticket returnable to the Town of East Fishkill Court on February 14, 2018, at 5:00 p.m.


Rocco D. Romeo, age 70, of Poughkeepsie, New York, an employee of “Fishkill Wine and Liquor” at 986 Main Street, Fishkill, NY. Romeo was issued an Appearance Ticket returnable to the Village of Fishkill Court on February 12, 2018, at 9:30 a.m.


Jeleannette M. Oquendo, age 26, of Beacon, New York, an employee of “Wolcot Wine and Liquor” at 1020 Wolcott Ave, Beacon, NY. Oquendo was issued an Appearance Ticket returnable to the City of Beacon Court on February 12, 2018, at 9:00 a.m.


Aimee M. Rastadt, age 28, of Beacon, New York, an employee of “Bob’s Corner Store” at 790 Wolcott Ave, Beacon, NY. Rastadt was issued an Appearance Ticket returnable to the City of Beacon Court on February 12, 2018, at 9:00 a.m.
