Dangerously cold wind chills expected. Plan on difficult travel conditions. Tree branches could fall as well. Additional snow accumulations of 6 to 9 inches are expected. Expect wind chills to range from 5 below zero to 35 below zero. * WHERE...The northern Litchfield Hills of northwestern Connecticut, the mid Hudson Valley of east central New York and western Massachusetts. * WHEN...For the Winter Storm Warning, until 1 AM EST Friday. For the Wind Chill Warning, from 1 AM Friday to 7 AM EST Sunday. * ADDITIONAL DETAILS...Winds gusting as high as 45 mph will cause areas of blowing and drifting snow. The dangerously cold wind chills will cause frostbite in as little as 10 minutes to exposed skin. PRECAUTIONARY/PREPAREDNESS ACTIONS...
