Flags on all state government buildings will be flown at half-staff on Monday, March 16 in memory of State Police Trooper Fredenburg. Donald R.Fredenburg, 23, who was from Utica collapsed and died on Friday morning while on a morning run at the UAlbany campus. He was attending the State Police Academy in Albany, N.Y. .
