On July 18, 2017 at approximately 5:49 p.m., the New York State Police responded to a reported motor vehicle collision that occurred on Interstate 95, northbound between Exit 18B and 19.  Troopers arrived on scene and located 24-year-old Mouhamed Cisse of Bronx, New York, who appeared to have suffered serious injuries, including gunshot wounds.
