Molinaro Selects Next OCIS Commissioner
POUGHKEEPSIE — Dutchess County Executive Marcus J. Molinaro has selected Glenn R. Marchi, Ph.D. to serve as Commissioner for the Office of Central and Information Services(OCIS). Dr. Marchi will begin serving as OCIS Commissioner on July 18th, should he be confirmed by the Dutchess County Legislature. He will succeed longtime OCIS Commissioner Tim Mahler, who officially retires on July 15th. Dr. Marchi, 59, resides in Hopewell Junction with his wife, Lynn, and three children, Justin, Lucas and Serena.

We are fortunate to have such a proven individual ready to lead our award-winning OCIS team and provide the excellence of service Dutchess County has been known for.”
Dr. Marchi comes to Dutchess County Government from Mercy College in Dobbs Ferry, NY, where he has served as the Director of Operations for Mercy College since 2012, providing strategic planning and direction for Information Technology (IT) infrastructure, software devleopment, budgeting and service contracting. Prior to Mercy College, he worked in the private sector, serving in director level positions at Diageo in Norwalk, CT, and Ameritrade in Purchase, NY, developing and implementing leading-edge, enterprise information technology solutions. His career began at IBM Corporation in Poughkeepsie, NY, where he spent 16 years as an applications programmer, data center manager and certified senior project manager.
Additionally, Dr. Marchi serves as a colonel in the New York Guard with prior military deployment to Iraq as a battalion commander in the U.S. Army and first responder to the World Trade Center attack.
His education includes a Bachelor’s Degree in Business Administration from Indiana University of Pennsylvania, a Master’s Degree in Computer Science from Marist College, and Ph.D. in Information Science from the University at Albany, State University of New York. Dr. Marchi is also a certified Project Management Professional (PMP) and teaches technology courses as an adjunct professor at local colleges, including the University of Connecticut.
As OCIS Commissioner, Dr. Marchi will be responsible for oversight and direction to this pivotal county department – ensuring critical support and services is provided to other county government departments for the efficient and cost-effective delivery of county programs and services to the public. OCIS is composed of two divisions – Computer Information Services and Central Services. The Computer Information Services is a national award winning agency, ranked in the nation’s top 10 in the Digital Counties Survey for its information and technology use since 2004 for its use of computer technologies to provide services, including telecommunications, to county agencies and municipalities, as well as e-Government internet based service for the public, local businesses and other government agencies. The Central Services division’s primary mission is to assist county departments in providing services to the public cost-effectively through central purchasing, contract administration, printing services, mail service, inventory control and central billing.

County Executive Molinaro has forwarded the resolution to appoint Dr. Marchi as OCIS Commissioner to the Dutchess County Legislature for confirmation at the July 11th board meeting. Following confirmation, Dr. Marchi’s appointment will be effectiveJuly 18th, 2016.
