Director of Recreation

The Town of Washington, a community of 4500 residents located in Dutchess County, New York is seeking a Director of Recreation.  The Director oversees all Town Recreation activities and programs and manages the Town Park and Pool.  

 

Summary Description

The ideal candidate will have significant experience in managing and coordinating recreational programs for all age groups; strong interpersonal and organizational skills; and a demonstrated ability to maintain quality programs within budgetary constraints.  Responsibilities include performing a variety of professional, administrative, and programmatic tasks on a daily basis.  Position also requires planning, coordinating and oversight with Assistant Recreation Director, Town of Washington Park staff, Recreation employees, as well as Town Recreation Commission for special events, projects, programs, and operation and maintenance of Town Park and Pool.  The Recreation Director also serves as liaison to Town of Washington Town Board as well as outside agencies as needed, e.g., Dutchess County Department of Health.  The Recreation Director position is an active working position with significant public interaction and requires the ability to relate well with children and adults.

Representative Duties

  • Oversees and coordinates the administration of the Town of Washington’s recreation programs, special events, park/pool, and Recreation website; coordinates the required resources to successfully manage all recreation programs and events.
  • Ensures all personnel are adequately trained and programs/venues meet safety requirements.
  • Assists the Town Board in the identification and administration of the Recreation Department budget and capital improvements/projects.
  • Continually develops goals and objectives as well as policies and procedures; makes recommendations for changes and improvements to existing standards, policies, programs and events.  Monitors Recreation personnel to ensure compliance with established policies and procedures.  Reviews performance of staff.
  • Creatively develops new programs and events.
  • Maintains complete records and prepares reports in timely manner including but not limited to new and ongoing programs and activities as well as program effectiveness.
  • Prepares monthly written report to Recreation Commission, which includes program/activity date, number of participants, revenue and expenses.
  • Serves as liaison/provides support to Town Board, other community organizations, the general public and outside agencies including but not limited to the Department of Health.

Qualifications

The following generally describes the knowledge, skills and abilities to begin the job and/or to be learned within a brief period of time in order to successfully perform the assigned duties.

Knowledge of:

  • Applicable federal, state and local laws, codes and regulations, including safety requirements and procedures and ensure compliance of same.
  • Modern principles and practices of recreation programming, including age appropriate and physically challenged appropriate activities.
  • Maintenance, construction, and repair methods used at park and recreational facilities.
  • Effective supervisory and management practices.
  • Budget, accounting, and purchasing methods.
  • Appropriate methods of record keeping and inventory control of equipment, etc.
  • Training and employee development opportunities.

Skills:

  • Strong computer skills, including use of Microsoft Word, Microsoft Excel, Google Docs and website maintenance.
  • Strong written and verbal communication skills.
  • Maintenance of accurate financial records and program/event statistics.
  • Preparation of clear and concise reports, including accident, injury and disciplinary actions to appropriate personnel/agencies.
  • Preparation and administration of applicable budgets and cost projections.
  • Clear, consistent, and appropriate responses to inquiries from the public, Town or other agencies.
  • An awareness of and appreciation for community recreational needs/performs community needs assessment.

Abilities:

  • Ensures compliance with applicable federal, state and local laws, codes and regulations, including safety requirements and procedures.
  • Develops and maintains high quality programs and events within budget limitations.
  • Analyzes problems, evaluates alternatives, and makes sound decisions and recommendations.
  • Establishes and maintains rapport with participants, parents, school staff, town and village officials, and other community partners; provides information to the public; implements program surveys and collects patron feedback; responds to customer inquiries and/or complaints.
  • Effectively supervises recreation personnel (Assistant Director, volunteer coaches, lifeguards, referees) including selecting, training and prioritizing/assigning work.
  • Physical condition commensurate with the demands of the position.  Must be able to stand for prolonged periods of time, bend, stretch, reach and carry heavy recreation equipment.
  • Ability to work flexible hours including nights, weekends and summer holidays.

Education and Experience

  1. Bachelor’s degree from accredited program in parks and recreation or a related field preferred and two years of professional work in recreation, sports or parks related industry.
  2. Associate’s degree from accredited program in parks and recreation or a related field preferred and four years of professional work in recreation, sports or parks related industry.

Combination of education and years of experience will be considered.  Salary commensurate with experience.

A current Certified Park and Recreation Professional (CPRP) certification is preferred.

Candidates must have a valid New York State Driver’s License or the ability to obtain one by the start date for the position.  The successful candidate must pass a New York State background check.
