Holiday Season DWI Details Lead To 76 Arrests in Dutchess County
During the Holiday Crackdown period of December 18, 2015 thru January 3, 2016 members of the Dutchess County Sheriff’s Office, Town of Poughkeepsie Police Department, Town of Hyde Park Police Department, Town of East Fishkill Police Department, City of Poughkeepsie Police Department, Village of Wappingers Falls Police Department, Village of Red Hook Police Department, Village of Millerton Police Department & the New York State Police conducted Impaired Driving details consisting of a Sobriety Checkpoint as well as Saturation Patrols throughout the county. The arrests included 58 impaired driving arrests as well as 18 other arrests.
These details were funded by the Governors Traffic Safety Committee and the NYS STOP-DWI Foundation which for the 3rd year in a row once again awarded the Dutchess County STOP-DWI Program a “Crackdown Enforcement Grant” for the 2015-2016 Crackdown periods. The objective of this continued enforcement grant is to revitalize and enhance the visibility of the STOP-DWI Program through coordinated multi-agency impaired driving enforcement details targeting identified statewide crackdown periods. They also include the assignment of certified Drug Recognition Experts (DRE) to aid in the identification and apprehension of drivers impaired by drugs other than alcohol.
The Dutchess County Sheriff’s Office and the Town of Hyde Park Police Department conducted the joint agency sobriety checkpoint on Albany Post Rd in the Town of Hyde Park on Saturday December 19, 2015. A total of 830 vehicles passed through the checkpoint with 3 impaired driving arrests made. In addition at least 23 vehicles had designated drivers.
According to Dutchess County STOP-DWI Coordinator William C. Johnson, “Once again, Law Enforcement countywide was out in force throughout the “Holiday Crackdown” period in a coordinated effort to reduce the numbers of impaired driving crashes, injuries, and deaths, which spike, year after year, each December and throughout the holiday season. We acknowledge the efforts of our law enforcement partners to assure safety on the roadways as we spent time celebrating the holidays with family and friends. The message is clear, Drive sober or get pulled over because if you choose to endanger others you will be arrested and prosecuted.”

Hodayah Johnson (38 yoa) of Hyde Park, NY was charged with DWI & BAC .08% or more both misdemeanors in the Town of Hyde Park.
Patrick Farrell (51 yoa) of LaGrange, NY was charged with DWI a misdemeanor after being involved in a personal injury auto crash in the Town of Beekman.
Michael Klimkewicz (54 yoa) of Clifton Park, NY was charged with DWI & BAC .08% or more both misdemeanors in the Town of Hyde Park.
Uriel Martinez (29 yoa) of Bristol, CT was charged with DWI & BAC .08% or more both misdemeanors in the Town of LaGrange.
Frank Russo (45 yoa) of Southeast, NY was charged with DWI a felony in the City of Poughkeepsie. The charge was a felony since Russo had a conviction for DWI within prior ten years, that being on June 16, 2009 in the Town of Dover, Dutchess County NY.
Michael Delacruz (23 yoa) of Wappinger, NY was charged with DWI & BAC .08% or more both misdemeanors in the City of Poughkeepsie.
German Garcia-Ruiz (22 yoa) of East Fishkill, NY was charged with DWI & BAC .08% or more both misdemeanors in the Town of East Fishkill.
Frank Lomangino (49 yoa) of Millbrook, NY was charged with DWI & Aggravated DWI (BAC .18% or more) both misdemeanors in the City of Poughkeepsie.

Joyce Scheibling (54 yoa) of Hopewell Jct, NY was charged with DWI & Aggravated DWI (BAC .18% or more) both misdemeanors in the Town of Fishkill.
Michael Brightly (44 yoa) of Humboldt, Iowa was charged with DWI & BAC .08% or more both misdemeanors in the Town of Pleasant Valley.
Craig Royal (47 yoa) of Poughkeepsie, NY was charged with DWI, Aggravated DWI (BAC .18 % or more) & Aggravated Unlicensed Operation of a Motor Vehicle 3rd all misdemeanors in the City of Poughkeepsie. Additionally Royal was wanted as a Fugitive from Justice on a warrant from Lancaster County, PA. He was remanded to the Dutchess County Jail pending extradition.
