NOTICE OF VISUAL DEMONSTRATION (BALLOON TEST) FOR

A wireless telecommunication tower facility

TOWN OF PAWLING PLANNING BOARD


The Planning Board of the Town of Pawling is considering an application by Global Signal Acquisitions IV (Crown Castle) & NY SMSA Limited dba Verizon Wireless (hereinafter the Applicant) to construct a wireless telecommunication facility consisting of a new one-hundred sixty foot (160’) lattice style tower and associated equipment compound on the property located at 263 Holmes Road in the Town of Pawling, New York.  The Planning Board has authorized the Applicant to conduct a visual demonstration also known as a balloon test at the proposed location to assess the visual impact of the proposed tower on the community. 

The balloon test is scheduled for Saturday, December 5, 2015 from 9:00 AM until 4:00 PM. The inclement weather date will be Sunday, December 6, 2015 from 9:00 AM until 4:00 PM. If the balloon test cannot be done on these dates due to weather factors, a website has been set up for live updates on the flight. The balloon will be raised from the proposed tower location near the eastern end of the property located at 263 Holmes Road, Holmes, NY 12531 (tax parcel ID: 6855-00-311486).

During the test, an approximately five to seven-foot (5’-7’) diameter red balloon tethered to a string will be raised so that the top of the string will be at a height of 160’ above ground level. The purpose of raising the balloon and the string to this height is to allow the Planning Board, the public and the Applicant’s Representatives to identify the approximate location and height of the proposed tower from various locations in the surrounding area. Views of the balloon during the test will assist the Planning Board and the public in assessing the visibility and potential visual impact of the proposed new tower.

The application, plans and supporting materials in connection with this proposal are on file in the office of the Town of Pawling Planning Board; and are available for public inspection during regular office hours.
