Syracuse woman charged with entering Green Haven Correctional Facility with drugs

Beekman, New York – On December 18, 2016, New York State Police Bureau of Criminal Investigation from the Poughkeepsie barracks arrested 40-year-old Joy E. Isbell, of Syracuse, New York, for Promoting Prison Contraband in the 1st Degree and Criminal Possession of a Controlled Substance 5th Degree, both Class D Felonies.  The defendant was additionally charged with Promoting Prison Contraband 2nd Degree and Endangering the Welfare of a Child, both Misdemeanors.

On December 18, 2016, Troopers were dispatched to the Green Haven Correctional Facility to assist the Department of Corrections and Community Supervision Office of Special Investigations with the arrest of a subject who unlawfully entered the facility with drugs.   An investigation revealed that Isbell entered the prison with Suboxone and synthetic marihuana with the intent to provide the drugs to an inmate.

Isbell was charged with Endangering the Welfare of a Child when it was discovered that she traveled from Syracuse to Beekman with her 12 year old son.

The defendant was arraigned in the Town of Beekman Court before the Honorable John Garito and was remanded to the Dutchess County Jail in lieu of $10,000 cash bail or $20,000 bond.  She is due to appear in the Town of Beekman Court on January 12, 2017.

The New York State Police were assisted by the New York State Department of Corrections and Community Supervision Office of Special Investigations.
