PORTLAND, Ore. – The family of Immanuel Clark, a 30-year-old Black man fatally shot by a Portland police officer in 2022, has reached a $3.75 million settlement with the Portland City Council, marking one of the largest settlements of its kind in the city’s history.
The 2022 Shooting
According to court documents, Clark was shot in the back by a Portland police officer during an encounter in 2022. Officers at the time claimed Clark was inside a vehicle believed to be linked to a robbery.
Despite the fatal shooting, the officer involved was not indicted by a grand jury, a decision that sparked public outrage and renewed scrutiny of Portland’s handling of police use-of-force cases.
Wrongful Death Lawsuit
Clark’s family later filed a wrongful death lawsuit, arguing that the police acted improperly when they assumed Clark was tied to the robbery investigation.
The lawsuit also alleged that after Clark was shot, he was left without medical attention for nearly 30 minutes, a delay his family contends contributed to his death.
Attorneys for the family described the shooting as a tragic and preventable loss, underscoring how systemic failures in both law enforcement and emergency response disproportionately harm Black residents.
The Settlement
On Wednesday, the Portland City Council approved the $3.75 million settlement with Clark’s family. While the agreement does not include an admission of wrongdoing by the city or the officer involved, it represents a historic payout meant to resolve the legal claims.
City officials acknowledged the settlement was significant, both financially and symbolically, reflecting the city’s effort to provide some measure of justice for Clark’s family.
Community Reaction
Community activists and civil rights advocates welcomed the settlement but stressed that it cannot erase the harm done.
“This settlement may close the legal case, but it does not close the wound left by Immanuel’s death,” one local advocate said. “We need systemic reform to ensure no more families endure this kind of loss.”
The case has also reignited conversations about police accountability in Portland, where several high-profile police shootings in recent years have deepened mistrust between officers and the communities they serve.

While Clark’s family has expressed relief that the lawsuit has been resolved, they continue to call for changes in how Portland police handle use-of-force situations, particularly when suspects are unarmed.
