ROCKVILLE, Md. – Montgomery County police have arrested a 34-year-old Washington, D.C. man in connection with a violent sexual assault that occurred earlier this month at a Rockville gas station.
The Assault
According to investigators, the incident took place on the evening of August 14, 2025. Police say the suspect, identified as Carlos St. James Hover, entered a gas station in Rockville where he allegedly assaulted and raped the victim inside.
The victim reported the attack shortly after, providing detectives with a description of the suspect and details about his distinctive clothing.
Break in the Case
The following morning, officers responding to an armed bank robbery in Wheaton spotted a man who matched the rape suspect’s description. Police noted he was wearing some of the same distinctive clothing items described by the victim in the Rockville case.
Authorities quickly identified the man as Hover and placed him under arrest.

Hover was transported to the county’s Central Processing Unit, where he was formally charged with multiple felonies, including:
