CAPITOL HEIGHTS, Md. – A Washington, D.C. man has been arrested and charged in connection with the February murder of his roommate in Capitol Heights. The Prince George’s County Police Department’s Homicide Unit announced the arrest of 33-year-old Ricardo Cortez O’Neal, who is accused of killing 49-year-old Jamil Offutt.
Dispute Turns Deadly
On February 13, 2025, officers from the Landover District III station responded to reports of a physical altercation between tenants at a residence located in the 6900 block of Valley Park Road. Upon arrival, officers discovered Offutt unconscious in the basement, suffering from visible trauma.
Offutt was rushed to a local hospital, where he remained in critical condition for several days. He ultimately succumbed to his injuries on February 22, 2025.
Death Ruled a Homicide
Following Offutt’s death, the Office of the Chief Medical Examiner determined the cause of death to be blunt force trauma. The manner of death was officially ruled a homicide, prompting the Homicide Unit to take over the investigation.
Detectives spent months gathering evidence and interviewing witnesses before formally identifying O’Neal, Offutt’s roommate, as the primary suspect.
Arrest and Charges
On July 29, 2025, Ricardo Cortez O’Neal was taken into custody and charged with second-degree murder, involuntary manslaughter, and other related offenses. He is currently being held at the Department of Corrections on a no-bond status as the legal process moves forward.
