Putnam County to Receive $511,000 from JUUL Settlement to Combat Youth Vaping

CARMEL, NY — Putnam County will receive $511,000 as part of a landmark $462 million multi-state settlement with JUUL Labs, the e-cigarette manufacturer held largely responsible for the surge in youth vaping over the past decade.

The settlement, which was spearheaded by New York State Attorney General Letitia James, seeks to hold JUUL accountable for its marketing strategies that targeted underage users and contributed to a nationwide public health crisis. New York’s total share of the settlement is $112.7 million, which will be distributed across counties, major cities, and BOCES (Boards of Cooperative Educational Services) statewide.

Funding Will Target Education, Prevention, and Enforcement

During a meeting of the Putnam County Legislature’s Health Committee on Thursday, Health Director Rian Rodriguez confirmed the county’s allocation and outlined preliminary plans for the funding.

Rodriguez emphasized that the funds would be directed toward a comprehensive youth vaping prevention strategy, involving education, enforcement, and community-wide prevention efforts.

“We will share the approved uses and review the plan for multi-sector engagement as we build a comprehensive plan for the allocation of funds,” Rodriguez assured lawmakers.

While the county has not yet received the payment, Public Health Educator Shanna Siegel said the check is expected shortly, and planning is already underway to ensure the funds are put to effective use.

A Crisis Years in the Making

Attorney General Letitia James, who led the investigation and legal action against JUUL, described the settlement as a crucial step in protecting children and reversing the damage caused by aggressive and misleading marketing.

“JUUL created a nationwide public health crisis by sparking a wave of addiction among children,” James stated. “Young people are suffering because JUUL built its business by marketing addictive e-cigarettes to kids.”

James pledged that the settlement funds would be used to support programs aimed at preventing future harm, including education, public health research, stricter enforcement, and community outreach.

Holding JUUL Accountable

The settlement holds JUUL Labs accountable for marketing tactics that many say glamorized vaping for teenagers, including flavored products and targeted digital campaigns. The company has since faced widespread scrutiny, regulatory challenges, and lawsuits for its role in fueling youth nicotine addiction.

Studies show that underage vaping skyrocketed between 2015 and 2019, with flavored e-cigarettes being especially popular among teens. While regulations have since tightened, public health officials continue to warn of the long-term health risks and addictive nature of vaping, especially among adolescents.

Building a Safer Future for Putnam Youth

Putnam County officials say they are committed to using the settlement money to launch impactful local initiatives. While specific programs have yet to be announced, stakeholders are expected to include schools, healthcare providers, law enforcement, and youth advocacy organizations.

The settlement represents a major financial boost for public health in Putnam County, and officials believe it can help make a real difference in protecting the next generation from the dangers of vaping.

As Rodriguez noted, the plan will not be created in isolation. Input from multiple sectors and community members will shape the final approach—ensuring that the funds directly address the local realities of the youth vaping epidemic.
