PLEASANT VALLEY, NY – Town Highway Superintendent John Baxter, an independently elected official, is facing a felony charge after authorities say he allegedly placed a hidden camera beneath a female employee’s desk.
Leave of Absence Granted
On August 4, 2025, the Pleasant Valley Town Board asked Baxter to take a leave of absence to address his personal legal matter. He agreed, and in his absence, the highway department’s working foreman has assumed leadership responsibilities.
Town Supervisor Mary Albrecht confirmed on August 16 that Baxter’s leave of absence remains in effect.
Felony Charge Filed
Baxter has been charged with the felony of unlawful surveillance. According to law enforcement, the case involves the discovery of a camera hidden under a town employee’s desk. He is scheduled to return to court later this month as the case proceeds.
Town Response
Supervisor Albrecht emphasized the town’s commitment to accountability while acknowledging limits on what officials can share during an active investigation.
“The Town of Pleasant Valley is committed to maintaining transparency and accountability,” Albrecht said. “However, due to the ongoing nature of the investigation, the Town cannot comment further on the matter at this time, and we appreciate the public’s understanding and patience as the case proceeds through the judicial system.”

Attempts to reach Baxter for comment were not immediately successful. As of now, neither he nor his representatives have issued a public statement regarding the allegations.
