Dirt Biker Arraigned After Mob Swarmed Trooper and Stole Stetson in Wappingers Falls Incident

POUGHKEEPSIE, NY – A Middletown man accused of participating in a chaotic dirt bike mob that swarmed a New York State Trooper and stole his hat has been formally arraigned on multiple felony charges.

Steven Hasbrouck, 29, appeared before Dutchess County Court Judge Edward McLoughlin this week, facing serious charges stemming from a wild scene that unfolded last September in the Village of Wappingers Falls.

Incident Overview

According to authorities, Hasbrouck was part of a group riding dirt bikes and ATVs that took over Route 9D. The group reportedly surrounded a State Trooper who was attempting to help an injured biker on the roadside. While the trooper was rendering aid, the crowd allegedly taunted him, and one of the riders entered his patrol vehicle—making off with the officer’s signature Stetson hat, a key part of the State Police uniform.

Prosecutors claim that Hasbrouck not only took part in the mob but caused the crash that seriously injured one of the bikers. He’s also accused of being one of two men who tried to remove the injured rider’s bike while the trooper was on scene.

Charges and Legal Troubles

Originally arrested just days after the incident, Hasbrouck faced initial charges of felony assault, tampering with evidence, and misdemeanor counts of conspiracy and criminal solicitation. A Dutchess County grand jury has since upgraded the indictment, formally charging him with:

  • Felony assault

  • Leaving the scene of an accident involving serious injury

Hasbrouck’s legal troubles extend beyond this case. While out on bail, he was arrested for petit larceny in the Town of Poughkeepsie, and he’s also facing unrelated drug charges in Pennsylvania and shoplifting allegations in New Jersey.

Bail Set at $100,000

During the arraignment, Judge McLoughlin set bail at $100,000 cash, $200,000 bond, or a $600,000 partially secured bond. Hasbrouck, represented by attorney Phil Sayles, was remanded to the Dutchess County Jail.

Another Defendant Indicted

Authorities have also indicted Naquan Eubanks, who goes by the alias “Ace Dinero,” for his role in the same dirt bike incident. Eubanks faces a felony assault charge and has also been remanded to Dutchess County Jail on identical bail terms.

Ongoing Investigation

This case is part of a broader investigation into illegal dirt bike and ATV activity in the Hudson Valley area—a growing concern for both residents and law enforcement. Authorities continue to warn the public that reckless group riding on public roads poses serious safety risks and legal consequences.
