WASHINGTON, D.C. — The man accused of killing 3-year-old Honesty Cheadle in what officials describe as a premeditated act of violence made his first court appearance on Saturday. Charles Rucker, 24, is facing a first-degree murder charge in connection with the child’s tragic death.
Honesty Cheadle, described by family members as a joyful and innocent toddler, was killed after being shot in the head while sitting in a vehicle. The shocking incident has devastated the community and sparked calls for justice.
Prosecutors: Shooting Was Planned
According to arrest documents and statements from prosecutors, Rucker allegedly approached the vehicle from behind and fired six shots, striking Honesty fatally. Surveillance footage from 14th Street SE appears to show Rucker in the area just hours before the shooting, possibly scouting the location.
Investigators noted that just before opening fire, Rucker was seen holding a phone to his ear. Authorities suspect the call may have played a role in coordinating the attack. After the shooting, prosecutors say Rucker returned to the scene three minutes later to collect bullet casings—an indication, they argue, of a deliberate and calculated crime.
No Physical Evidence Yet, Defense Says
During Saturday’s court proceedings, Rucker pleaded not guilty. His defense attorney pointed out that no weapon, fingerprints, or DNA evidence has been recovered linking Rucker directly to the crime scene.
Despite this, prosecutors remain confident in their case, citing video surveillance, eyewitness accounts, and post-incident behavior that points to Rucker’s involvement. The judge, visibly disturbed by the allegations, described the crime as a “cold-blooded attack” and ordered Rucker to be held without bond.
Family Shocked by Suspect’s Identity
Honesty’s family, still reeling from the loss, shared their heartbreak and disbelief with reporters. Raymond Cheadle, a relative of the victim, was stunned when he recognized the suspect.
“I was blown away,” Cheadle said. “I was like, ‘Oh, I know him.’ He was just in my sister’s house.”

Rucker was arrested on Friday at his mother’s home, where police reportedly discovered another firearm. He remains in custody as the case proceeds. The court has scheduled additional hearings as prosecutors continue building their case.
