Ellenville Woman Arrested for Alleged Abuse of Disabled Patient at Kingston Facility

KINGSTON, N.Y. — A 36-year-old Ellenville woman has been arrested following allegations that she abused a disabled patient under her care at a Kingston-based support facility.

According to New York State Police, Kimberly W. Kaiser was arrested on Thursday, June 19, after an investigation into an anonymous tip received in May 2025. The report alleged that Kaiser struck a 43-year-old nonverbal disabled patient while working at The Arc Mid‑Hudson (also known as Ulster County ARC) in Kingston.


Misdemeanor Charge Filed

Following the investigation, Kaiser was charged with endangering the welfare of an incompetent or physically disabled person in the 2nd degree, a Class A misdemeanor under New York State law.


Arrest and Court Proceedings

Kaiser was processed without incident at the State Police barracks in Ellenville and later released. She is scheduled to appear in court on July 2 to answer the charges.


Facility Background

The Arc Mid‑Hudson is a nonprofit agency that provides support and services for individuals with developmental disabilities. It is unclear whether Kaiser has been suspended or terminated from her position, as the facility has not released a public statement regarding the incident.
