DUTCHESS COUNTY COMPTROLLER ROBIN LOIS REPORTS JAIL CONSTRUCTION IS 78% COMPLETE WITH AN ESTIMATED FINAL COST OF $131.4 MILLION

The Dutchess County Comptroller’s Office has completed a special follow-up financial report summarizing the Justice & Transition Center (JTC) capial project as of June 30, 2022. The previous report had covered project accounting as of June 30, 2021.

The jail portion of the capital project is 78% complete with an estimated project close-out in July 2024. This completion date has been extended by three months due to the emergency housing shelter at 26 Oakley Street in Poughkeepsie requiring prior completion before individuals currently utilizing the PODs can move into the new space. The PODs can then be dismantled, and the jail project completed.

As of June 30, 2022, $165 million has been spent or encumbered on all phases of the project, which includes the Law Enforcement Center (Sheriff’s Office) as well as the jail. There is a remaining $26.8 million available to spend of the full $192.2 million appropriated and approved. The JTC design was downsized from its original 569-bed design to 328 beds in 2020. The current estimated cost to complete the revised plan is $131.4 million, approximately $22.8 million less than originally appropriated.
