POUGHKEEPSIE, N.Y. – Dutchess County Deputy County Executive Rachel Kashimer, who also served as Chief of Staff to County Executive Sue Serino, has stepped down from her posts following growing controversy over her conduct. Kashimer had held the positions since her confirmation by the county legislature in January 2023.
Transition to Human Resources Role
Despite leaving her executive positions, sources told Mid-Hudson News that Kashimer is expected to remain within county government. She will take on a new role as Deputy Commissioner for Human Resources, working under Commissioner Steve Rector.
Long Career in County Government
Kashimer began her career in county service under then-County Executive Marc Molinaro in May 2012 as a budget assistant. She was promoted the following year to research analyst and continued to advance under subsequent administrations, including those of William O’Neil and Sue Serino.
Her most prominent role prior to becoming Deputy County Executive came during the COVID-19 pandemic. In 2021, as Assistant County Executive overseeing pandemic operations, Kashimer emphasized the importance of interdepartmental cooperation.
“We learned a lot through COVID,” she said at the time. “We’ve doubled down on creating a public health emergency response unit and we’ve connected those teams of people because they do work so cooperatively and they need to if a public health emergency comes around.”
Allegations of Misuse of County Email
Kashimer’s resignation comes as she faces criticism from an anonymous group that obtained county records suggesting she misused her official email account. According to the allegations, Kashimer sent more than 100 emails related to the Dutchess County Leadership Prayer Breakfast, a nonprofit organization on whose board she serves.
The event, long considered non-partisan, brings together community leaders across the political spectrum. Photos from this year’s 12th annual breakfast included appearances by both Republicans, such as Serino and Sheriff Kirk Imperati, and Democrats, including District Attorney Anthony Parisi and Ozzy Albra, the Fishkill Town Supervisor.
While the event is not officially political, the use of county resources for nonprofit or religiously affiliated activities has raised ethical concerns.
Lack of Official Comment
As of late Tuesday evening, County Executive Sue Serino could not be reached for comment regarding Kashimer’s departure or the allegations. County officials have also not indicated whether the matter will lead to a formal review.

Kashimer’s move to the Human Resources department is expected to keep her within the county’s leadership structure, though questions remain about the potential fallout from the accusations. It is unclear whether the email controversy will result in disciplinary action or policy changes regarding the use of government email for outside organizational activities.
For now, Dutchess County residents and government employees await clarification on the matter. Kashimer’s long tenure and rise through the county ranks has made her a visible figure in local government, and her reassignment marks a significant shift within Serino’s administration.
