Hyde Park man arrested for endangering the welfare of a child

Rhinebeck, New York – On March 31, 2020, the New York State Police from the Rhinebeck barracks arrested Tarell Heard, age 38, of Hyde Park, NY, for Endangering the Welfare of an Incompetent or Physically Disabled Person in the 1st degree, a class E felony.
On March 22, 2020, State Police Investigators were contacted by Astor Services for Children and Families regarding an incident involving a staff member and a care recipient. An investigation determined Tarell Heard, while working at Astor Services for Children and Families, endangered the welfare of a child under the age of sixteen.
Heard was issued an appearance ticket returnable to the village of Rhinebeck Court on May 20, 2020, at 7:00 p.m.
