Housing Needs through CDBG, HOME Programs

Poughkeepsie, NY … Dutchess County Executive Marc Molinaro has announced grant awards totaling $2,169,573 to be awarded through Dutchess County’s 2020 Community Development Block Grant (CDBG) and HOME Investment Partnerships programs to fund 19 projects that will improve accessibility, address community needs and develop affordable housing throughout Dutchess County.

Eight awards will assist communities fund infrastructure projects through the CDBG program, and six will address critical public service needs through CDBG funding. HOME awards will fund five projects that will expand affordable housing options for residents throughout Dutchess County.

County Executive Marc Molinaro said, “Dutchess County is proud to direct Community Development Block Grant funds to local community projects that will provide better infrastructure and access for residents and visitors of all abilities, as well as services and programs that will meet our County’s vital community needs. Just as critical is the need for affordable housing, as every resident deserves a home in which to live, grow and reach their fullest. Collaborating with local non-profit organizations and developers through the HOME Investment Partnerships Program to build affordable housing will give even more people a true and real chance at a fulfilling life.”

CDBG Infrastructure Projects – Totaling $967,573
City of Beacon
Wilkes Street Walkway – $160,000
A new asphalt pathway along the Memorial Park side of Wilkes Street will provide safer access to parts of the park that are accessed from Wilkes Street, provide a safe connection to Matteawan Road from Fishkill Avenue and will benefit the adjacent low and moderate income neighborhood.

Town of Amenia
Route 44 Sidewalk Extension to Beekman Park – $150,000
A pedestrian link between the Beekman park and the downtown area will allow the Town to provide an alternative means of transportation, as well as new recreational opportunities for residents.

Town of Hyde Park
Dinsmore Park Improvement Project – $100,000
Construction of a regulation sized basketball court and four new pickleball courts will provide the Town with a new recreational opportunity that can be used by all age groups.

Town of Wappinger
ADA Bathroom Construction at Inspiration Field – $90,929
Construction of a new ADA-compliant restroom facility and associated septic system at Inspiration Field, home of the Town’s Challenger League, which empowers disabled adults and children from across Dutchess County to compete in baseball. The new facility would be located directly behind the backstop of Inspiration Field for ease of access.

Village of Pawling
Elm Street Sidewalk Replacement and Extension – $150,000
Removal of aged and crumbling sidewalk, preparation of subbase, and installation of concrete for approximately 1,000 feet of sidewalk, which will create a continues pedestrian corridor from the intersection of Union and Elm Streets to the intersection of Summit Avenue and Elm Street.

Village of Tivoli
Community Park Improvements – $70,000
Improvements to a park located in low- to moderate-income area include resurfacing and widening of existing park paths, resurfacing of the pavilion floor; and bathroom renovations enhancing the use of the facility for the community and provide greater access for the disabled.

Village of Wappingers Falls
Paggi Terrace Water Main and Sewer Line Extension – $116,644
Extension of water main, sewer lines and concrete sidewalk on public property in front of a vacant parcel in low-income area so the private parcel can be developed into two additional homes by Habitat for Humanity.

Town of North East and Village of Millerton
Eddie Collins Memorial Park Revitalization – $130,000
Complete resurfacing of existing playground area; removal of existing basketball court replaced by two modern courts, installed in a location fully accessible by a paved path from the parking lot.

 

CDBG Public Service Projects – Totaling $150,000
Catholic Charities
Homeless Prevention Case Management Program – $25,000
Emergency rent assistance and limited utilities assistance to approximately 50 low-income Dutchess County residents to help stabilize housing. Case management assists clients to independently sustain their household needs.

Friends of Seniors
Senior Transportation and Support Services – $25,000
Provides county residents age 60+ with basic support services, including transportation to non-emergency medical appointments, grocery shopping, visiting services, telephone reassurance and respite to primary caregivers.

Hudson River Housing
Housing First Support Services – $25,000
Case management services under the Housing First Program, which helps high-risk, vulnerable homeless adults secure and maintain stable housing.

Hudson River Housing
River Haven Homeless Youth Program – $25,000
Crisis services, emergency housing, counseling, case management, and youth development programming for runaway, homeless and at-risk youth ages 10-17. River Haven Independent Living Program provides services for older homeless and at-risk youth transitioning towards self-sufficiency. River Haven Transitional Living Community provides 17- to 25-year-old homeless youth safe housing as they work towards independence within two years.

Mid-Hudson Addiction Recovery Center
Substance Abuse Residential Recovery Services – $25,000
A comprehensive continuum of services offering the promise of recovery to chemically dependent individuals. MARC offers emergency housing, non-hospital-based detox and treatment referral, community residences, supportive housing, counseling, life skill training, vocational development, sober supported apartments, tenant counseling and rent subsidies.

Northeast Community Council
Youth Development: Teen Team and CPSB – $25,000
Teen Team is a peer support and service learning group that provides educational, recreational and community service opportunities for at-risk socioeconomically disadvantaged youth ages 14-18. The Community Partnership with Schools and Business (CPSB) offers workforce development and intern opportunities in local business for youth 14-21.

HOME Investment Partnership Projects – Totaling $1,052,000
The Hamlet at Pawling, Phase II, Castagna Drive, Town of Pawling – $350,000
New construction of 75 one and two- bedroom apartments for seniors in a single building; 30 percent will be set aside for the frail elderly.

Poughkeepsie Public Market, 33-35 Academy Street, City of Poughkeepsie – $300,000
Adaptive reuse of two vacant commercial buildings into a food hall/market, co-working space, and 25 apartments.

Rebuilding Together – $52,000
Rehabilitation of single-family homes throughout the county by volunteers.

21 Conklin Street, City of Poughkeepsie – $200,000
Rehabilitation of 2-unit apartment building to create one 3-bedroom and one 2-bedroom affordable apartments.

Crannell Square, 35 Catharine Street, City of Poughkeepsie – $150,000
New construction of 74 one-, two- and three-bedroom affordable apartments on an underutilized parking lot one block from Main Street in downtown Poughkeepsie.

CDBG Municipal and HOME applications are accepted annually by the Department of Planning and Development. CDBG Public Service applications are accepted bi-annually. Applications are reviewed by the Community Development Advisory Committee with recommendations forwarded to the County Executive for final approval.

Applications for 2021 CDBG and HOME funds will be released in August 2020. More information about these application cycles can be found on Dutchess County Government’s website.
