PUTNAM COUNTY SHERIFF’S NARCOTICS UNIT ARRESTS

Putnam County Sheriff Robert L. Langley Jr. reports arrests recorded by the department’s Narcotics Enforcement Unit (NEU). On April 27, 2019, members of the Sheriff’s Department Narcotics Enforcement Unit (NEU) conducted a welfare

check on a vehicle parked at Applebee’s, located at 115 Independent Way, Town of Southeast. The driver of the vehicle, Roxanne Leonard, age 28 of Carmel, was found to be in possession of a quantity of alleged Heroin and Marijuana. Ms. Leonard was issued an appearance ticket returnable to the Town of Southeast Justice Court.

On May 16, 2019, Narcotics Investigators traveled to Sullivan County Jail, Sullivan County, NY, to take a man into custody, on an outstanding Bench Warrant and Bail Jumping charges. Aboubacar B. Bagayoko, age 23, of Manhattan, was taken into custody and charged with Bail Jumping in the Second Degree. In addition, Mr. Bagayoko had an outstanding Bench Warrant out of the Town of Southeast Justice Court, for failing to appear to answer to a charge of Criminal Possession of a Controlled Substance in the Fifth Degree. Mr. Bagayoko was arraigned before the Honorable Justice Gregory Folchetti of the Town of Southeast Justice Court. Justice Folchetti remanded Mr. Bagayoko to the Putnam County Correctional Facility in lieu of $2,500.00 Cash-Bail/ $5,000.00 Bail-Bond.

In 2018, a member assigned to the Putnam Sheriff’s Department Narcotics Enforcement Unit (NEU) developed information that a male, from Yorktown Heights, was selling LSD in Putnam County. The NEU members made contact with the subject and arranged for the purchase of LSD. On June 26, 2019, members of the NEU arrested Anthony C. Piscitelli, age 20, of Yorktown, at his residence. Mr. Piscitelli was charged with one felony count of Criminal Possession of a Controlled Substance in the 5th Degree, and one felony count of Criminal Sale of a Controlled Substance in the 5th Degree.
