Kingston man arrested for Endangering the Welfare of a Child and Unlawful Imprisonment

On April 3, 2015, the Ulster County Family and Child Advocacy Center which is comprised of members of the New York State Police, Ulster County Sheriff’s Office, Child Protective Services and the Ulster County District Attorney’s Office announce the arrest of ROBERT E. HARKINS, age 28 of Kingston, for Endangering the Welfare of a Child (class A misdemeanor), Unlawful Imprisonment in the second degree (class A misdemeanor), Criminal Mischief in the fourth degree (class A misdemeanor) and Harassment in the second degree (violation).

The Ulster County Family and Child Advocacy Center completed an investigation of an injury to a 14 month old female in the City of Kingston which resulted in the arrest of HARKINS.

HARKINS was arrested at the SP Kingston barracks and was arraigned in front of City of Kingston Judge Kirschner, was released on his own recognizance, and will reappear in Kingston City court at a later date. The case was then turned over to the Ulster County District Attorney’s Office Special Victims Unit.
