On November 4, 2018, at approximately 1:25 a.m., Troopers responded to Interstate 684 in the town of North Salem for a report of a personal injury motor vehicle crash. Upon arrival to the crash, scene Troopers found the vehicle had left I-684 completely and struck a guardrail on nearby State Route 22. A male was observed holding a child running across State Route 22. The male subject refused to comply with instructions of Troopers despite the pleading of the child. The male was arrested with care given to maintain the safety of the child which resulted in the injury to one Trooper. While the male subject resisted arrest he additionally threw drug evidence towards a nearby fence.
An investigation found the male, Michael Conti, was operating the vehicle with a revoked license while impaired by drugs with a child in the vehicle and crashed. Conti was also found to have illegally possessed approximately 5 grams of three separate types of prescription opioid medication.
Conti was unable to be processed during the time of arrest due to continually fighting the arresting Troopers including removing a glass framed photograph from the wall and throwing it at a Trooper after requesting to use the restroom. Subsequently, Conti was processed on November 26, 2018.
Conti was arraigned before the town of North Salem Court, and remanded to the Westchester County Jail without bail. Conti was next scheduled to appear before the Court on November 26, 2018, at 6:00 p.m.
