July 4th Crackdown Leads to 9 Arrests In Dutchess County

During the Fourth of July Crackdown period of July 4, 2018 thru July 8, 2018 members of the Dutchess County Sheriff’s Office, New York State Police, Town of Poughkeepsie Police Department, Town of Hyde Park Police Department, & Village of Millerton Police Department conducted Impaired Driving details consisting of Saturation Patrols throughout the county as well as a Sobriety Checkpoint.  A total of 9 arrests were reported with 6 impaired driving arrests being made during the crackdown, with not all agencies having yet reported.

These details were funded by the Governors Traffic Safety Committee and the NYS STOP-DWI Foundation which for the 4th year in a row once again awarded the Dutchess County 5STOP-DWI Program a “Crackdown Enforcement Grant” for the 2017-2018 Crackdown periods.   The objective of this continued enforcement grant is to revitalize and enhance the visibility of the STOP-DWI Program through coordinated multi-agency impaired driving enforcement details targeting identified statewide crackdown periods.   They also include the assignment of certified Drug Recognition Experts (DRE) to aid in the identification and apprehension of drivers impaired by drugs other than alcohol.

On Saturday July 7, 2018 from 4-9pm members of the Dutchess County Sheriff’s Office, Town of Poughkeepsie Police Department and the New York State Police conducted a joint agency sobriety checkpoint on Salt Point Turnpike in the Town of Poughkeepsie.  Approximately 2,000 vehicles passed through the checkpoint with no impaired drivers located; however a drug related arrest was made.

According to Dutchess County STOP-DWI Coordinator William Johnson “The Crackdown Grant project continues to support and enhance Law Enforcement’s efforts during holiday periods proven to be the most dangerous and deadly on our highways. We acknowledge and applaud the dedication of law enforcement to identify and apprehend those who choose to drive impaired”.
Below is a listing of arrestees and charges from the details as well as arrests by agency patrols.
Michael Johnson (28 yoa) of Poughkeepsie was charged with DWI & BAC .08% or more both misdemeanors as well as Aggravated Unlicensed Operation of a Motor Vehicle 1st a felony in the City of Poughkeepsie.
Fabian Chin (36 yoa) of Poughkeepsie was charged with DWI & BAC .08% or more both misdemeanors in the City of Poughkeepsie.
Daniel Santiago (24 yoa) of Wappingers Falls, NY was charged with DWI and BAC .08% or more both misdemeanors in the Town of Fishkill.
Richard Hosier lll (26 yoa) of Pine Plains, NY was charged with DWI & BAC .08% or more both misdemeanors as well as Unlawful Possession of Marihuana a violation after being involved in a one-car property damage auto crash in the Village of Millerton.
Vincent Moody Jr (60 yoa) of Stanford, NY was charged with Operating without a Court Ordered Ignition Interlock Device a misdemeanor in the Town of Stanford.
Roberto Ramirez-Gutierrez (42 yoa) of Poughkeepsie was charged with DWI & BAC .08% or more both misdemeanors in the Town of Poughkeepsie.
Monica Puliese (22 yoa) of Salt Point, NY was charged with Criminal Possession of a Controlled Substance 7th a misdemeanor as well as Prescription not in Original Container and Unlawful Possession of Marihuana both violations in the Town of Poughkeepsie.
Michael Vandyk (22 yoa) of Hyde Park was charged with Aggravated Unlicensed Operation of a Motor Vehicle 3rd a misdemeanor in the Town of Hyde Park.
Michael Birney (26 yoa) of Beacon, NY was charged with DWI a misdemeanor.
*All subjects arrested and charged are alleged to have committed the crime and are presumed innocent until proven guilty and are to appear in local courts at a later date.
