Wappinger man charged with felony drug possession and DWAI following traffic stop

LaGrange, New York – On March 4, 2015, New York State Police Bureau of Criminal Investigation from the Poughkeepsie barracks arrested Justin M. Kowalsky, 40 years old, of Wappinger Falls, New York, for Criminal Possession of a Controlled Substance 4th Degree, a Class C Felony, Driving While Ability Impaired by Drugs, a Class E Felony, and Aggravated Unlicensed Operation, also a Class E Felony.

State Troopers from the Stormville barracks stopped a vehicle traveling on the Taconic State Parkway for an equipment violation. While Troopers interviewed the driver who identified himself as Kowalsky, they observed clues that indicated he was driving while impaired by drugs. Further investigation revealed that Kowalsky was in possession of Methadone, Crack Cocaine, and Hypodermic Instruments.

A State Police Drug Recognition Expert was utilized to confirm that Kowalsky was under the influence of drugs.

The defendant was charged with Felony DWAI by Drugs when investigation revealed that he was convicted of DWI in April of 2010. He was additionally charged with operating with revoked New York State driving privileges.

Kowalsky was released and is scheduled to return to the Town of LaGrange Court on March 10, 2015.
