UPDATE – State Police investigate fatal crash on the Sprain Brook Parkway

Greenburgh, New York – At approximately 3:52 a.m. the Hudson Valley Transportation Management Center received a report of a wrong-way driver traveling northbound, in the southbound lanes of the Sprain Brook parkway. Patrol from the Hawthorne barracks were immediately dispatched to investigate the incident.

Shortly after being dispatched, Trooper located a collision in the area of Mile Post Marker 6.2 that appeared to be the result of a wrong-way driver.

Preliminary investigation revealed that a 2013 Honda Civic operated by 20-year-old Efren Moreano of Yonkers, New York, was traveling northbound in the southbound lane. As a result of the vehicle traveling in the wrong lane, the Civic subsequently struck a 2011 Honda Pilot head-on. The Pilot was operated by Paul E. Duncan, 46 years old, of Hartsdale, New York.

Moreano was transported to Westchester County Medical Center where he is listed in stable condition. Duncan was killed as a result of the crash.

State Police can confirm Paul Duncan was a member of the New York City Police Department who was off-duty at the time of the collision. He was a Detective 1st Grade, assigned to their Internal Affairs Bureau.

The cause of the crash remains under investigation and additional information will be released on the New York State Police Newsroom as it becomes available.
