State Police investigate fatal car / pedestrian crash on State Route 9

Wappinger, New York – On October 25, 2015 at approximately 10:57 p.m., New York State Police from the Wappinger barracks were dispatched by Dutchess County 911 to the area of Route 9 and North Mesier Avenue for a reported car / pedestrian fatal auto collision.

An investigation revealed that Christian Munoz, 40 years old, of Yorktown, New York, was traveling southbound on State Route 9.  The victim, Brian Phillips, age 26, of Poughkeepsie, stepped off of the sidewalk on the west side of Route 9 into southbound traffic.  Munoz was unable to avoid striking Phillips.  A second southbound vehicle, operated by Julio Garcia, 34, of Croton-Hudson, was also unable to avoid striking the victim.  Phillips was subsequently pronounced deceased by a Transcare paramedic.

The crash was reconstructed by the New York State Police Collision Reconstruction Unit.

The State Police were assisted by Transcare Ambulance and the Dutchess County Medical Examiner.
