County Legislature Set to Confirm New Commissioners of Planning and Development, Community and Family Services

Molinaro appoints Eoin Wrafter and Sabrina Jaar Marzouka to posts to be approved

The Dutchess County Legislature is expected to confirm County Executive Marc Molinaro’s appointments of Eoin Wrafter as Commissioner of the Department of Planning and Development, and Sabrina Jaar Marzouka as Acting Commissioner of the Department of Community and Family Services.

The Legislature’s Environment Committee unanimously confirmed Mr. Wrafter’s appointment and the Family and Human Services Committee unanimously confirmed Ms. Marzouka’s appointment last week. The full Legislature will vote on both appointments at the board meeting this evening at 7pm.

Mr. Wrafter had served as Acting Commissioner for Planning and Development since Kealy Salomon’s retirement in April 2014. Ms. Marzouka was appointed as Acting Commissioner for Community and Family Services following the retirement of Robert Allers last month.

County Executive Molinaro said, “Dutchess County is fortunate to have Eoin Wrafter and Sabrina Marzouka leading these two important departments. Eoin has helped guide a new direction for the Department of Planning and Development, a course that will lead the County into the future by focusing on collaborations with local communities to identify and prepare properties for economic development. Sabrina has dedicated herself to promoting healthy lifestyles and strengthening communities in which County residents live. Their expertise and experience will serve Dutchess County well, and I look forward to working with both Eoin and Sabrina to continue to keeping the County moving forward.”

Mr. Wrafter began his career with Dutchess County Government as a student intern working to develop the County’s first Bicycle and Pedestrian Plan. In 1997, he joined the Department full time as a Planner, focusing on transportation issues. He also served in a variety of positions in the Planning Department, including Senior Planner and Transportation Program Administrator. He has been responsible for a variety of projects in communities around the County, including the Fishkill Route 52 Alternatives Analysis and the CR 71 (West Rd.) Sidewalk Feasibility Study. He was appointed Assistant Commissioner in 2010.

As Assistant Commissioner, Mr. Wrafter led the development and implementation of two new Community Investment Programs: the Agency Partner Grant Program (APGP) and the Municipal Consolidation and Shared Services Grant Program (MCSSGP). Under these programs, the County has awarded more than $2.6 million to 33 projects. He has also been responsible for the development and implementation of the Department’s annual budget, including the Divisions of Public Transportation and Solid Waste.

Ms. Marzouka began as the Director of Health Planning and Education for the Department of Health in 1997. She was later selected as the Director of Public Health Information in 2004. In 2009, Marzouka was promoted to Assistant Commissioner, responsible for the day-to-day operations of the department. Throughout her service with the Department of Health, Ms. Marzouka has been instrumental in the department’s planning process, community assessment and coalition-building efforts.
