On November 12, 2017, the New York State Police Bureau of Criminal Investigation from the Wappinger barracks arrested Jacob A. Alvarez, age 25, of Brooklyn, New York, and Matthew R. Santiago, age 23, of Queens, New York, for Criminal Possession of a Controlled Substance in the Third Degree, a Class B Felony, Criminal Possession of a Weapon in the Second Degree, a Class  C Felony, and Criminal Use of Drug Paraphernalia, a Class A Misdemeanor. Alvarez was also charged with Driving While Intoxicated, an Unclassified Misdemeanor, and Unlawful Possession of Marijuana, a Violation.

Subsequent to a traffic stop on the Taconic State Parkway, the driver Jacob Alvarez was found to be intoxicated and in possession of a small amount of marijuana. Inside the vehicle, Alvarez and Santiago possessed a loaded handgun, crack cocaine, a scale, and packaging materials. Alvarez later submitted to a chemical test which showed a 0.15% Blood Alcohol Content.

Both subjects were arraigned at the Town of East Fishkill Court. Alvarez was remanded to the Dutchess County Jail in lieu of $30,000 cash or $60,000 bond. Santiago was remanded in lieu of $50,000 cash or $100,000 bond. A preliminary hearing was tentatively scheduled for November 17, 2017, at 4:00 PMat the Town of East Fishkill Court.
